Letter to the Editor: Support Ballot Measure 2

The following letter was submitted to the Valley News, and published on February 19.

Housing First of the Upper Valley is a collaboration of human services providers, housing providers, health care providers, faith-based groups, municipal leaders, State legislators, and concerned citizens. Established in 2017, Housing First aims to improve resources for those experiencing homelessness; ranging from more shelter beds to more permanent, supportive housing on either end of the continuum.

Housing First has completed a needs assessment and gap analysis of recovery housing in the Upper Valley. We found that additional recovery residences are needed for individuals with substance use disorders.

Within Vermont, there are 13 certified recovery residences and approximately 140 beds, the majority being in the Burlington and Brattleboro areas. New Hampshire has 97 certified recovery residences totaling 1,308 beds, the majority being for-profit enterprises located in the southern part of the state.

In the Upper Valley, there are only two recovery residences, Jack’s House and Willow Grove, both run by the Second Wind Foundation/Upper Valley Turning Point, and both located in White River Jct. The total number of beds is 11.

A Lebanon zoning amendment proposed for voter approval on March 11 is well-researched and based on best practices in the field of recovery services. Certified recovery houses provide a safe and healthy living environment by offering structure and accountability, social support, and resources. Data show that access to recovery housing is associated with positive outcomes, including decreased rates of substance use, lower chances of reoccurrence, and reduced rates of incarceration.
