Letter to the Editor: Support Recovery Housing

I am writing to express my support for Lebanon’s Ballot Measure 2, a proposed zoning amendment that will allow “recovery houses” by special exception. The purpose of this amendment is to prevent the siting of unregulated recovery houses within the city, to institute reasonable regulations for the establishment of certified recovery houses and to protect the health, safety and welfare of the residents of such facilities, and of the citizens of Lebanon.

The road to recovery for anyone who has experienced substance misuse and addiction is long and hard. Certified recovery houses are a proven path to maintain sobriety. They operate with specific rules of behavior and structure that improve the chances of success for its residents. In the Upper Valley there are only two places that meet this criteria with only 11 beds. It is clearly not enough to meet the need.

Certified recovery houses are the ideal continuum after someone has participated in an inpatient setting at DH or taken part in a residential treatment

program such as Headrest. Studies indicate that they significantly reduce the risk of relapse and recidivism, ultimately benefiting the entire community. They help individuals reintegrate into society, find employment and reconnect with their families, contributing to a healthier and more vibrant community. By allowing these facilities more broadly in Lebanon by approving Ballot Measure 2 on March 11, Lebanon can create a safer, more compassionate environment for everyone.
