Ballot Measure 2 is a proposed Lebanon zoning amendment that would require any recovery housing in the City to be <span style=\"text-decoration: underline;\">certified<\/span> recovery houses.<\/p>\n\n\n\n<p><strong>The City Council has already approved recovery houses by special exception in the zones over which it has authority and supports recovery houses in areas needing voter approval.<\/strong><\/p>\n\n\n\n<p>Based on a recent analysis, there are only <strong>11 beds<\/strong> in the entire Upper Valley for recovery housing.<\/p>\n\n\n\n<p><strong><em>Certified<\/em><\/strong> recovery programs &#8230;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Provide safe and healthy living environments<\/li>\n\n\n\n<li>Offer structure, accountability, social support, and resources<\/li>\n\n\n\n<li>Decrease rates of substance use<\/li>\n\n\n\n<li>Lower chances of reoccurence<\/li>\n\n\n\n<li>Reduce incarceration<\/li>\n<\/ul>\n\n\n\n<p><strong><em>Uncertified<\/em><\/strong> recovery houses &#8230;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Don&#8217;t have staffing in place to provide supports<\/li>\n\n\n\n<li>Are often unsafe living conditions (overcrowding, inadequate facilities, etc.)<\/li>\n\n\n\n<li>Can become nuisances to the neighborhood with piled up trash<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-group alignfull has-global-padding is-layout-constrained wp-container-core-group-is-layout-d89aad35 wp-block-group-is-layout-constrained\" style=\"margin-top:0;margin-bottom:0;padding-top:var(--wp--preset--spacing--50);padding-right:var(--wp--preset--spacing--50);padding-bottom:var(--wp--preset--spacing--50);padding-left:var(--wp--preset--spacing--50)\">\n<div class=\"wp-block-columns alignwide are-vertically-aligned-center is-layout-flex wp-container-core-columns-is-layout-47c06fe3 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:50%\">\n<h2 class=\"wp-block-heading\">How to Support Ballot Measure 2<\/h2>\n\n\n\n<ul style=\"line-height:1.75\" class=\"wp-block-list is-style-checkmark-list\">\n<li>Vote YES to Ballot Measure 2 on Tuesday, March 11! The purpose of this amendment is to prevent the siting of unregulated recovery houses within the City, and to institute reasonable regulations for the establishment of certified Recovery Houses in accordance with RSA 153:10-d, and to protect the health, safety, and welfare of the residents of such facilities, and of the citizens of Lebanon.<\/em><\/p>\n\n\n\n<p><em>The Lebanon City Council approves of and endorses the amendment of the Use Tables in the Residential One<\/em> <em>(R-1), Residential Two (R-2), and Residential Three (R-3) Districts to allow \u201cRecovery Houses\u201d as a use by<\/em> <em>Special Exception. The purpose of this amendment is to prevent the siting of unregulated recovery houses within<\/em> <em>the City, and to institute reasonable regulations for the establishment of certified Recovery Houses in accordance<\/em> <em>with RSA 153:10-d, and to protect the health, safety, and welfare of the residents of such facilities, and of the<\/em> <em>citizens of Lebanon.<\/em><\/p>\n\n\n\n<p><em>The Conservation Commission has determined the proposed Zoning Amendment has no conservation<\/em> <em>implications.<\/em><\/p>\n\n\n\n<p><em>The Planning Board endorses the amendment. Allowing recovery houses by special exception in the R1, R2, and R3 districts ensures that those in need are housed in certified facilities. This not only aids recovery for the occupants but also safeguards neighborhoods from nuisances arising from improvised and unregulated group
